About G-CERT

Introduction

Information Communications Technology (ICT) has become a critical driver for socio-economic development, with the deployment and adoption of ICTs across the nation resulting in noteworthy improvements in all aspects of life and institutional operations in the nation. Improvements in telecommunications infrastructure in Malawi has contributed to the ever-increasing overall adoption of ICTs thereby contributing to an emerging digitally enabled society. Furthermore, the Malawi Government recognizes the significance of ICT to achieving inclusive and sustainable growth and development.


However, several risks and threats exist or have emerged in cyberspace. The threats range from mere real-time hacking of systems, phishing, mobile money fraud, organized online human trafficking, child pornography, bullying among other threats perpetrated over the internet. These restrict the smooth operation and resilience of ICT systems, and consequently the socio-economic development of the nation.


To mitigate cyber threats and foster safer cyberspace, the department of E-Government in coordination with MACRA established the Government Computer Emergency Response Team (GCERT) which is a sector CERT under the Malawi CERT (mwCERT) established according to Section 6 of the Electronic Transaction and Cyber Security Act, 2016 of the Laws of Malawi to take charge of Critical information infrastructure protection actions and serve as a base for national coordination to respond to cyber security threats.


The GCERT will be responsible for detecting, preventing, and responding to various cyber threats targeted at the Malawi government information infrastructure. GCERT will be equipped with state-of-the-art systems that facilitate national cyber threat detection; prevention and cyber threat analysis. The department of e-government has included members from various MDAs in the GCERT to accommodate the smooth establishment of other smaller CERTs in Ministries, Departments, and Agencies which is critical to the efficient securing of cyberspace within the government.

Authority

Government CERT operates under the Malawi CERT which was established according to Section 6 of the Electronic Transaction and Cyber Security Act, 2016 of the Laws of Malawi to take charge of Critical information infrastructure protection actions and serve as a base for national coordination to respond to cyber security threats.


An an ongoing project, these are some of the Sectors to be established under GCERT:

  1. Malawi Defense Force CERT
  2. Malawi Police CERT
  3. Ministry of Health CERT
  4. Ministry of Finance CERT
  5. National Registration Bureau CERT


The GCERT seeks to achieve three main goals:

  1. Handle security incidents and monitor security problems occurring within public sectors.
  2. Provide guidance to providers of critical information infrastructure to adopt best practices in information security.
  3. Warn and educate systems administrators and users about latest information security threats and suggest countermeasures by means of information dissemination Malawi Defense Force CERT
